Position Summary
Seeking an individual with 3 to 5 years of experience in emergency management, communications, response, and operation center management. This position assists the Regional Board, collaborates with other Planners, performs duties as directed by the Region 1 Homeland Security Planning Board, and may be asked to respond to and assist with emergencies on a 24 hour basis. Position Description
RESPONSIBILITIES:
Under the direction of the Emergency Management Director, will serve Jackson County and the Regional Board as a Planner to develop and maintain plans to support the region and its local jurisdictions in solution areas of: planning, organization, equipment, training, and exercise development and execution. Planners are approved by the Regional Board to serve Region One and their jurisdiction. Essential functions include but are not limited to:
1. Serves as the Emergency Management Coordinator under the Emergency Management Act, Act 390 of 1976.
2. Collaborate with other Planners to further the planning goals of the region as it relates to terrorism and terrorism prevention.
3. Assist the Regional Board in creating regional response plans, public information, etc., as they relate to terrorism and terrorism prevention.
4. Assist the Regional Board in conducting regional hazard and vulnerability analysis to identify critical infrastructures. Create critical infrastructure protection plans including security, fusion, and technology lifecycle planning as it relates to terrorism and terrorism prevention.
5. Assist the Regional Board in maintaining the regional tactical interoperable communications plan.
6. Assist the Regional Board to coordinate the creation of FEMA NIMS Type Ill and IV incident management teams (IMT) and coordinate NIMS, ICS, and NRP training for appropriate personnel.
7. Coordinate equipment selection, acquisition, and purchases.
8. Develop and maintain a schedule for completing and updating the region’s resource inventory by coordinating equipment lifecycle planning and ensure regional equipment interoperability.
9. Assist Regional Board in identifying alternate, redundant, or supplemental emergency notification systems. Assist board in development of regional public education and outreach campaigns promoting citizen and community preparedness.
10. Assist Regional Board in the development of tiered regional mutual aid and response agreements and plans.
11. Participate in the planning, conduct, and evaluation of regional exercises involving a regional response team and regional mutual aid agreements related to terrorism and terrorism prevention.
12. Coordinate regional training programs related to terrorism and terrorism prevention.
13. Maintain liaison and encourage the sharing of information with fiduciary agent, other regional boards, state agencies, local emergency managers, and local agencies.
14. Attend meetings with other Planners, local emergency managers, Regional Board members, and others as required by the Regional Board.
15. Maintains records, prepares reports, and generates effective correspondence under local, state, and federal reporting requirements.
16. Any other duties as directed by the Region 1 Homeland Security Planning Board as categorized and defined by the current HSGP Guidance and Application Kit.
17. May be asked to respond and assist to emergencies on a 24-hour basis.
QUALIFICATIONS:
Education: Bachelor’s degree in qualified field or equivalent education and experience is preferred. Candidate is encouraged to further their professional development in Emergency Management training courses (i.e. Professional Emergency Management Recognition).
Experience: Preferred candidate will have three to five years of experience and responsibility in: emergency management, emergency communications, emergency response, and emergency operation center management. Experience can be drawn from the fields of emergency management, public health, safety, security, emergency communications, and emergency response administration.

Ability to interact professionally, constructively, and diplomatically with top level administrators, other employees, representatives of the business community and other governmental units and the general public, both orally and in writing.
Must be physically and mentally able to perform the essential duties of the position. Possession of a valid Michigan driver’s license.
Ability to respond to emergencies or service needs on a 24-hour basis.
